Infrared night vision lights the scene with IR light and records the reflection. It works well to a few tens of metres and struggles with fog, glare and dark clothing. Thermal imaging records heat emitted by objects, so a person is visible in complete darkness at much longer range. The trade-off is that thermal images do not identify faces, which is why bi-spectrum cameras pair both.
